Rising Star Campground sits in a forested area along the Arkansas River waterfront at Pool 3 Lock and Dam, near rolling cotton fields 12 miles from Pine Bluff. The park features 25 campsites with electric and water hookups, hot showers, a dump station, a playground, and a reservable day-use group shelter for up to 60 people. Water activities center on catfish, bass, crappie, and bream fishing in the lock tail-waters, as well as boating and hunting for ducks on the river and game in nearby forests. Red fox and waterfowl are common sights along the shore.
